The Strategy & Tactics Bureau originally started as a group of strategists who would sell their tactical and strategic minds for the highest bidder. They were a small organization until 2426, when Earth's global war erupted. STB made quite the profit off of the war, as everyone wanted the services of the Bureau. When the war ended and the Terran Republic government was elected the Bureau did lose some profits due to the end of the war, but STB offered its services to the new Republic for psychological and proper use of resources, which the the new government hired them for. Once the New Conglomerate was formed by humanity's economic world, STB also joined them in coming up with strategies designed to make sure the Republic couldn't make an economic move without having the NC involved.
Years later in 2638, a portion of Tom Connery's fleet traveled through the wormhole that had stopped the global Earth war, with a contingent of STB members aboard. Their goal was to help with strategic positioning of the ships in the fleet to maximize defenses, and to develop strategies on the ground if the alien race was, in fact, discovered, and war came to the expedition.
Once the fleet landed, STB helped in finding ideal locations to place facilities and construct structures on the new planet's surface. However, once the war broke out on Auraxis, STB decided to finally choose a side, fighting alongside the New Conglomerate and loaning their strategic and tactical minds to the pursuit of freedom and human rights.
