StAugustine here, I've added a google doc with the cert upgrade plan I currently am planning on pursuing. I don't have weapons certs in this plan right now. I also choose not to fully upgrade the final level of some upgrades because I don't see the value. You can copy one of my tabs and make your own cert plan so everyone can see. All of us have specialized in different areas so it will be helpful to see what each of us is looking to accomplish with each vehicle/class. This plan also gives you some idea of the amount of certs you'll need to earn. Needless to say, it may take a long time achieve all of them!!!
