The ASP-30 Grounder was created to quickly dispatch enemy aircraft. And it does this job pretty well.

It generally outmatches ballistic-based anti-air due to its far longer range and better reliability. At close quarters, it is not a preferred solution but the lock-on time is perfectly acceptable past a certain range.

Downsides include a low ammo capacity, inherent to rocket launchers, a problem you can solve different ways, teaming up with an engineer or following a Sunderer. Ammo pouch can be useful there.

Also, remember that without cover, you're still vulnerable to the aircraft themselves (Especially Liberator with Dalton or rocket barrage). The Grounder is also remarkably weaker in sheer damage compared to other rocket launchers, so it should not be used against vehicles and infantry by default.
