The Proton II PPA Cannon fires orbs of plasma effective against soft or hard targets. The projectiles are slow moving making it more effective against big, slow targets. Although the in-game description says the weapon is effective against armor, the low damage and low rate of fire means it takes a long time to destroy even lightly armored vehicles like the Lightning.
